Está em discussão no Congresso um projeto de lei que pode facilitar a compra de terras no Brasil para estrangeiros. O texto não foi bem recebido pelo setor produtivo, que teme problemas de concorrência e riscos à soberania do país. Além disso, dados governamentais demonstram que, apesar das restrições impostas pela legislação brasileira atual, mais de 1% das áreas rurais já pertencem a pessoas ou empresas de outras nacionalidades.

Oficialmente, o Instituto Nacional de Colonização e Reforma Agrária (Incra) aponta que 3,98 milhões de hectares de terras agrícolas no Brasil pertencem a pessoas de outras nacionalidades, empresas estrangeiras ou empresas brasileiras constituídas ou controladas por estrangeiros. Mas, em planilha enviada à reportagem do Canal Rural pela entidade, com dados detalhados retirados do Sistema Nacional de Cadastro Rural (SNCR), a área total soma aproximadamente 3,64 milhões de hectares.

Pelos dados do SNCR serem auto declaratórios, eles apresentam falhas. Há proprietários estrangeiros que não informaram a nacionalidade ou ainda deixaram em branco o campo de área total dos imóveis rurais que possuem. Por conta disso, a expectativa é de que o país possua mais territórios em posse de estrangeiros do que marcam os registro.

Com base nas declarações preenchidas em detalhes no SNCR, é possível extrair que Minas Gerais é o estado com maior concentração de terras compradas por pessoas ou empresa de outros nacionalidades (943,5 mil hectares), seguido por Mato Grosso (402,3 mil hectares) e São Paulo (351,4 mil hectares).

As nacionalidades que têm maior porção de terras brasileiras são portugueses (643,8 mil hectares), japoneses (358 mil hectares), libaneses (259,3 mil hectares) e italianos (136,6 mil hectares).

O site Canal Rural ouviu de fontes que a China é um dos principais países interessados em adquirir terras agrícolas no Brasil. Atualmente, o gigante asiático está na 21ª posição de países com propriedades em território brasileiro, com 9,7 mil hectares.

Já em número de proprietários, a nacionalidade mais incidente entre os estrangeiros donos de áreas rurais no Brasil é a japonesa, com 5.360 donos de imóveis. Os portugueses vêm atrás, com 4.191 proprietários, seguidos por 1.705 italianos.
