Mato Grosso tem hoje cerca de 11 mil presos, entre provisórios e definitivos. O custo médio de cada reeducando no sistema prisional bancado pelo Estado pode variar de R$ 1,9 mil a R$ 5 mil por mês. O valor depende de cada sistema prisional, onde o preso está cumprindo à pena.

De acordo com o projeto, o Estado providenciará, no prazo de 36 horas, após o recolhimento do valor fixado, a instalação do equipamento de monitoramento. Mas o preso ou apenado beneficiário da justiça gratuita terá o equipamento fornecido pelo Estado, gratuitamente.   

A proposta já foi aprovada em 1ª votação e está na Comissão de Constituição, Justiça e Redação (CCJR) para análise constitucional. De acordo com a Mensagem 99/2019, em 2014, o total de tornozeleiras eletrônicas era de 400 unidades, e hoje superou a três mil aparelhos.

“Os presos em condições financeiras para arcar com a compra e a manutenção dos equipamentos eletrônicos devem adquiri-los. Essa medida é justa e oportuniza que os equipamentos fornecidos pelo Estado sejam destinados àqueles que não têm condições de adquiri-los”, diz trecho da mensagem.
