Após intensas discussões nos bastidores do governo, o presidente Jair Bolsonaro sancionou nesta quinta-feira, 4, a lei que cria o piso nacional da enfermagem. A decisão foi publicada na edição do Diário Oficial da União (DOU) desta sexta-feira, 5.

O texto do projeto, aprovado pela Câmara e pelo Senado, fixou em R$ 4.750 o piso nacional de enfermeiros, valor que serve de referência para o cálculo do mínimo salarial de técnicos de enfermagem (70%), auxiliares de enfermagem (50%) e parteiras (50%). Assim, os pisos passam a ser de:

– Enfermeiros: R$ 4.750

– Técnicos de enfermagem: R$ 3.325

– Auxiliares de enfermagem: R$ 2.375

– Parteiras: R$ 2.375

Bolsonaro vetou o artigo que estabelecia reajuste de salários com base no Índice Nacional de Preços ao Consumidor (INPC). “Presidente vetou. Isso (correção pelo INPC) não pode”, disse ao Estadão/Broadcast o ministro da Saúde, Marcelo Queiroga.

“A indexação de salários traria dificuldades à política monetária, ao transmitir a inflação do período anterior para o período seguinte, e poderia aumentar a resistência da inflação ao recuo”, justificou Bolsonaro. Em outro trecho do texto, o chefe do Executivo alegou que, a longo prazo, o reajuste provocaria um distanciamento do piso salarial entre profissionais da rede pública e da rede privada.

Para o presidente, aprovar o artigo mencionado “estaria no sentido oposto ao desejado pela proposição, que pretende estabelecer patamar mínimo a ser observado por pessoas jurídicas” de ambos os setores.

Para dar segurança jurídica, o Congresso promulgou antes uma Proposta de Emenda à Constituição (PEC) para liberar o governo a propor a criação do piso. O impacto fiscal estimado é de R$ 16 bilhões.

A assinatura da lei, feita no último dia do prazo de sanção, ocorreu em cerimônia no Palácio do Planalto na presença do ministro da Saúde, Marcelo Queiroga, e do presidente da Câmara, Arthur Lira (Progressistas-AL).

Alçada pela campanha à reeleição para tentar diminuir a rejeição de Bolsonaro entre as mulheres, a primeira-dama Michelle também compareceu, assim como representantes dos enfermeiros.

Bolsonaro não discursou na solenidade, que foi encerrada antes do previsto após enfermeiros se levantarem das cadeiras em comemoração que não pôde ser controlada pela equipe do Planalto. Os pedidos ao microfone para que todos tomassem seus assentos foram ignorados.
