O processo de relicitação do trecho da BR-163 em Mato Grosso pode durar pelo menos mais três anos, e resultar no aumento do preço do pedágio em quase 100%, de acordo com a Agência Nacional de Transportes Terrestres (ANTT).
A informação consta em ofício encaminhado para a senadora Margareth Buzetti na quarta-feira (24) – veja documento na íntegra AQUI.
“Fiz os questionamentos à ANTT para que ficasse claro quais os prazos da nova licitação e a resposta não poderia ser pior para MT, pois a mesma deve levar entre 3 a 4 anos o novo processo licitatório. Não podemos admitir que continuemos a perder vidas por conta da burocracia, sem falar que essa rodovia é a principal rota de escoamento da nossa safra e que tanto ajuda na balança comercial”, afirmou a senadora.
“O governo federal precisa entender que cada dia custa mais caro ao cidadão e aos cofres públicos, pois são Vidas, milhares de feridos e um prejuízo econômico e imensurável para MT”.
Ela ainda acrescentou que irá cobrar “um calendário mais célere e que atenda os anseios e necessidades da nossa população que sofre diariamente nessa rodovia”.
De acordo com a ANTT, a aprovação de uma nova licitação para a rodovia foi publicada no dia 7 de julho, com prazo de conclusão previsto de 24 meses, ou seja, dois anos. A partir da conclusão, a nova empresa concessionária terá, ainda, o prazo de um ano para iniciar as obras de duplicação da rodovia.
A ANTT também informou que, com a relicitação, é provável que o valor da tarifa cobrada nas praças de pedágio, prevista no Programa de Exploração da Rodovia, seja reajustada.
“O patamar tarifário atualmente vigente na concessão é de R$ 5,10 por 100 km, enquanto o patamar tarifário das novas concessões ultrapassa a tarifa de R$ 10,00/100km, o qual seria bem provável para o caso de haver relicitação da BR-163/MT”, diz trecho do documento.
Em Mato Grosso, um trecho de 800 km da BR-163 está sob responsabilidade da Rota do Oeste desde meados de 2014. À época, a concessionária se comprometeu a duplicar mais de 450 km de asfalto no Estado. Entretanto, apenas 120 km de duplicação foram cumpridos, exclusivamente na região sul do Estado, sendo motivo de revolta por parte da classe política e da população.
Em 2019 as discussões com o Governo Federal se intensificaram, a fim de que houvesse uma solução para o não cumprimento dos termos do contrato de concessão. A cobrança se dava, sobretudo, em razão de ser mantida a cobrança de pedágio mesmo sem as melhorias previstas para a concessão. Estima-se que, desde o início da cobrança, em 2015, a concessionária já tenha arrecadado mais de R$ 2 bilhões.
Após a intensificação das cobranças, porém, em 2021 a Rota do Oeste concordou com a entrega amigável da concessão. Desde então o caso segue em trâmite na ANTT, que informou, na quarta-feira (24), que o prazo final para a assinatura do termo aditivo do contrato, prevendo a relicitação da rodovia, se encerra em 5 de outubro de 2022.
