Na próxima semana, o vice-prefeito Gerson Bicego deve buscar, na capital do Estado, informações sobre o andamento de obras estaduais que estão paralisadas em Sorriso. O tema não é novidade e soluções para este problema vêm sendo buscadas desde o início do ano.
Árvores derrubadas, tapumes instalados e… a área que vai abrigar um refeitório na Escola Estadual Mário Spinelli é ainda apenas o espaço isolado de uma obra que está paralisada. O vice-prefeito recebeu, na manhã desta quinta-feira (25 de agosto), representantes da unidade escolar que vieram apresentar as dificuldades vividas por professores e alunos neste período, como o pouco espaço para os alunos lancharem, o que pode ser ainda mais preocupante agora, quando o período chuvoso se aproxima.
A diretora da unidade, Carina Pereira Alves; a professora Janilce Pinto, que preside o Conselho Deliberativo da Comunidade Escolar (CDCE); a secretária escolar Andreia Aparecida Gouveia; e a representante dos alunos, a aluna do 7.º ano Maria Eduarda; dialogaram sobre o problema com o vice-prefeito e também com a fiscal da obra, a engenheira civil Amanda Luana Xavier Bezerra.
Vamos tentar entender esta situação? Pois bem: o refeitório da Mário Spinelli entra no lote de obras destinadas a ampliar e melhorar a estrutura física de unidades escolares da rede estadual de Educação. Como projetos, planilhas, e a maior parte dos recursos vêm dos cofres estaduais, todos os pagamentos precisam ser autorizados pelo Governo do Estado. Cabe à Prefeitura de Sorriso promover o processo licitatório, assim como a fiscalização do andamento das obras.
Pois bem. Os convênios para estas obras foram selados em fevereiro deste ano e, assim que a primeira medição foi feita, a empresa executora da empreitada solicitou aditivo de valor por conta de divergências entre o projeto e a planilha apresentados. Inicialmente, o valor destinado para a obra, conforme termo de convênio, era de R$ 988.236,15. Agora, o valor solicitado pela empreiteira é de 1.125.711,37.
Em outras obras, como na das escolas estaduais do Residencial Mário Raiter e do Portal Kaiabi, o constante aumento dos preços de insumos da construção civil tem sido responsável pela paralisação dos trabalhos até que os pedidos feitos pelas empreiteiras sejam analisados.
Ainda no fechar de junho, explica a fiscal, o processo da Mário Spinelli foi encaminhado para que o Governo do Estado autorize, ou não, este aditivo. “Enquanto este trâmite burocrático não é finalizado, não há como a empreiteira continuar com a obra”, comenta a engenheira.
“Vamos verificar, em Cuiabá, como está o andamento deste processo, para que esta, assim como outras obras, possa ser concluída, o que é indispensável para toda a comunidade escolar”, destaca o vice-prefeito.
