Na segunda-feira, 9, os mais de 7.000 membros da Associação dos Produtores de Soja e Milho do Estado de Mato Grosso (Aprosoja7MT) vão eleger o novo presidente, que fará a gestão no triênio 2021-2023. O vencedor será o oitavo representante da entidade desde a sua fundação, em 2005.
Concorrem ao posto duas chapas. A primeira é denominada “Aprosoja Decidida, Produtor Mais Forte” e traz o agricultor Fernando Cadore, de Primavera do Leste, como candidato a presidente, com Lucas Costa Beber, de Nova Mutum, como vice-presidente.
Já pela chapa dois, batizada de “Aprosoja Para Todos”, disputam o produtor Marcos da Rosa, de Canarana, como presidente, e Ricardo Arioli, de Tangará da Serra, como vice-presidente.
Veja o que eles disseram sobre temas importantes para o agronegócio mato-grossense:
Canal Rural: Entre os projetos em andamento na entidade, qual o senhor acredita ter mais potencial para ser mais explorado? E, caso o senhor seja eleito, qual o novo projeto ou área terá mais ênfase em seu programa de gestão?
Fernando Cadore: Dentre os inúmeros projetos que a gente tem que tocar na Aprosoja, ao que diz respeito à classificação têm sido dada bastante ênfase. Foi uma demanda dos produtores, que aumentou de quatro para nove o número de classificadores. E eles estão disponíveis para esclarecer as divergências naquele produto, coisa que acontece rotineiramente no nosso estado.
Dentro da classificação ainda, temos um projeto junto da UFMT [Universidade Federal de Mato Grosso] que faz análise dos grãos avariados. A gente constatou, em fase final, que o teor proteico, nutricional é igual ao da soja normal. Futuramente, vamos discutir isso para que se tenha uma precificação desses grãos.
Nesse cenário de classificação, a gente entende que o grande déficit no estado está na capacidade estática. Mato Grosso só tem 50% de capacidade estática e 40% está na mão do produtor. Então, nós vamos trabalhar para desburocratizar o crédito e estimular o crédito para que o produtor venha a armazenar.
Marcos da Rosa: [O projeto] de classificação de sementes, que não conseguimos nos últimos 12 anos. Precisamos achar uma maneira de fazer com que o Congresso vote esta lei, principalmente na questão do vigor de sementes, que é o ponto em que há maior perda de renda, hoje.
Temos o Programa Soja Plus, que é um programa de certificação social e ambiental, que é do produtor rural e é aceito no mercado internacional já sem custos das tais certificações internacionais. Não podemos deixar entrar nas nossas propriedades essas certificações.
Nas mudanças e projetos novos de gestão, sentimos que está faltando de comunicação. Nós não conseguimos atingir o produtor rural. Então, a diretoria tem que estar presente com os delegados, nos núcleos, conversando diretamente com o produtor rural e trazer as famílias para o trabalho.
Canal Rural: Como o senhor pretende trabalhar a relação entre produtor e sociedade? Como melhorar a imagem do campo junto à opinião pública em aspectos de sustentabilidade, segurança e abastecimento alimentar? Isso passa por educação e comunicação?
Fernando Cadore: A imagem do setor para a sociedade, sem dúvida nenhuma, precisa ser mudada. Nós entendemos, já temos trabalhado nisso. Existe uma desinformação. Nas últimas décadas, tivemos um êxodo rural. A sociedade está, sua maior parte, na área urbana. A gente precisa mudar essa cultura.
Como que muda isso? É trabalhando os jovens, as crianças e as futuras gerações com a ajuda dos meios de comunicação. Acho que a imprensa tem sim um papel muito importante nisso tudo, para desmistificar alguns assuntos e não levar informação distorcida. A gente entende que tem muita distorção de informação no nosso próprio estado, em que a base é agrícola. Precisamos começar o dever de casa, trabalhar a nossa base, as nossas casas, os municípios onde estamos instalados.
A gente já teve projetos com escolas na nossa gestão e vamos continuar trabalhando isso. Com certeza a interação entre escola, imprensa e o nosso setor é que vai mudar esse cenário.
Marcos da Rosa: A questão da visão da sociedade sobre a agropecuária brasileira, não só a mato-grossense, muitas vezes é distorcida. Mas nós não temos a capacidade, nem de recursos ou humana, para atingirmos a sociedade toda do Brasil.
Agora, temos que estar presentes nos sindicatos rurais de cada cidade, nos núcleos, fazendo um trabalho do produtor ir na escola. Temos que começar a questionar justamente pelos programas ambientais, do que falam das nossas propriedades. De qualquer modo, nós vamos começar uma transformação se formos às escolas das nossas cidades. É um trabalho de longo prazo, mas, no Brasil, tudo é muito novo. O trabalho tem que ter um início. Pretendemos fomentar para que os delegados e presidentes de sindicato façam esse trabalho nas suas comunidades.
Canal Rural: Mato Grosso ainda possui um grande déficit de armazenagem, cerca de 57%, conforme dados da Companhia Nacional de Abastecimento (Conab). Se eleito, quais caminhos que serão trilhados pela entidade para sanar ou minimizar a deficiência?
Fernando Cadore: O déficit de armazenagem é um problema seríssimo que o nosso estado enfrenta. Ele existe há muito tempo e vem aumentando conforme a produção gradativamente vai aumentando no estado. Temos isso no nosso farol, inclusive temos um estudo que faz o mapeamento. O mais grave disso é que só 40% do que se tem instalado está na mão do produtor.
Nesse sentido, a gente vai trabalhar. É uma das principais propostas: conscientizar o nosso governo federal que o crédito para armazenagem precisa ser desburocratizado. Os valores das terras mudaram, tudo mudou. Precisamos tornar esse crédito acessível, desburocratizado e viável para o produtor. Primeiro, porque é uma questão de soberania nacional; o país precisa ter, no mínimo, a capacidade estática do que produz e, depois, vai desafogar os modais logísticos. A sazonalidade do frete sai a partir do momento em que você tem armazém. Então, a gente vai trabalhar para desburocratizar a armazenagem.
Marcos da Rosa: Os financiamentos públicos estão com dificuldade de recursos. Estive, há duas semanas, no Ministério da Agricultura, a convite da ministra [Tereza Cristina], e falamos sobre o assunto. Estão tentando mais recursos.
Obviamente, é muito importante, em um momento em que o planeta Terra está com falta de grãos (soja e milho) e de carne, que o produtor rural tenha o seu armazém. É a forma dele buscar a melhora dos preços, como aconteceu este ano. Saímos de R$ 65 para R$ 130 [por saca de soja] na próxima safra do ano que vem. E o milho também nesta mesma escalada, de R$ 22, aqui em Canarana, para R$ 74. O produtor, tendo o seu armazém, terá renda. Aproveitando estes próximos dois anos, pode ser que nós consigamos aproveitar esse preços máximos, o que não é fácil, para fazer o nosso plantio por conta, sem recursos externos.
Canal Rural: Por fim, por que o senhor resolveu ser candidato e qual a sua principal bandeira na representação e defesa dos interesses da Aprosoja Mato Grosso?
Fernando Cadore: O que me motivou a colocar o nome à disposição para esta disputa do próximo triênio foi entender que a entidade Aprosoja precisa dar voz de fato aos verdadeiros produtores mato-grossenses. A gente sabe que a grande maioria, mais de 80% dos produtores de Mato Grosso, planta até 3.000 hectares; 50% cultivam até 500 hectares.
Nesta gestão que passou, na qual fui vice-presidente, entendemos isso. Hoje, posso dizer que a gente sintetiza os anseios da base. Toda tomada de decisão é feita em prol da maioria, e assim vamos continuar. Por entender que a base tem que ser quem manda de fato na entidade e o presidente e a diretoria não têm que ser nada mais do que a voz, isso nos levou a encarar esse desafio. E podem ter certeza de que nos elegendo é a base quem vai ditar as regras e os parâmetros na próxima gestão.
Marcos da Rosa: No início deste ano, fui convidado a encontrar um candidato para a presidência da Aprosoja, porque muitos produtores que nos ligaram entendem que a forma com que a Aprosoja está sendo tocada não é a correta, principalmente pelos valores essenciais da entidade, que são uma gestão democrática, participativa, que incentiva a participação de todos os associados nas decisões. Muitas decisões foram tomadas em um sistema presidencialista.
E o nome encontrado – não encontramos outro, as pessoas entenderam que é o meu nome, por não concordar com a forma com que a Aprosoja vem sendo tocada. Não com os assuntos que vêm sendo tocados, mas com a forma. O que um presidente de uma associação do tamanho da de Mato Grosso deve preservar: a renda do produtor rural. Para isso, temos vários processos, várias leis em andamento. Vamos estar atentos para isso, para que a renda seja preservada.

A eleição será realizada em 9 de novembro, das 7h às 17h (horário de Mato Grosso). A votação será feita em urna eletrônica ou, em caso de falta de energia elétrica ou internet, por meio de cédulas.
Os associados vão poder votar na sede da associação em Cuiabá e nos 25 núcleos da Aprosoja espalhados por todo o estado. O uso de máscaras, higienização das mãos com álcool gel e o distanciamento são obrigatórios.
