Os comandantes das Forças Armadas planejam passar seus cargos para os oficiais-generais indicados pelo presidente eleito Luiz Inácio Lula da Silva já em dezembro. A ideia é que o petista tome posse em 1.º de janeiro já com os comandantes de sua gestão. A Força Aérea tem até data marcada para a cerimônia de transmissão de cargo: dia 23 de dezembro. As demais Forças pretendem fazer o mesmo em datas diferentes.
Assim, a passagem de bastão de um governo para o outro começaria pelas Forças Armadas. Oficiais-generais ouvidos pelo Estadão consideram que não haveria problema nem mesmo legal, pois dizem acreditar que o presidente Jair Bolsonaro não se oporia a publicar os decretos para nomear os escolhidos por Lula. Na transição, o plano dos generais causou estranheza. É que os comandantes tomariam posse antes mesmo do ministro da Defesa, que deve ser um civil.
A medida evitaria quaisquer constrangimentos aos atuais comandantes, caso haja alguma ação ou protesto contra a posse do presidente eleito. Dentro das três Forças se nega a ideia de que a decisão seja uma forma de os atuais comandantes não terem de se submeter, ainda que por alguns dias, ao governo Lula. Acredita-se que a nova gestão deve “olhar para frente” e deixar o atual ambiente conturbado para trás, priorizando a modernização das Forças Armadas, sem envolvê-las na política partidária, como tem tentado o atual chefe do Executivo.
Foi só no 11.º dia da gestão de Bolsonaro que houve a passagem de comando do general Eduardo Villas Bôas para o general Edson Leal Pujol, o primeiro dos três generais que comandaram o Exército durante o atual governo. Foi o último dos comandantes militares a tomar posse no início do atual governo. O primeiro foi o brigadeiro Antônio Carlos Moretti Bermudez, em 4 de janeiro. O segundo foi o almirante Ilques Barbosa Júnior, em 9 de janeiro. Todos foram empossados depois de o general Fernando Azevedo e Silva assumir como ministro da Defesa.
Transição
Os comandantes das Forças já informaram ao senador Jaques Wagner (PT-BA) que aguardam apenas a designação dos responsáveis pela transição na área da Defesa para iniciar o processo. Os nomes do Grupo Técnico no governo de transição devem ser divulgados oficialmente ainda nesta quinta ou sexta-feira. A equipe de transição fez contatos com ex-comandantes de cada uma das Forças sobre a disposição de eles participarem do processo. Inclusive com aqueles demitidos por Bolsonaro, como mostrou o Estadão, a exemplo do general Edson Leal Pujol, do Exército, e do ex-ministro da Defesa Fernando Azevedo e Silva.
Os nomes foram revelados ontem pelo Valor e confirmados pelo Estadão. Entre eles estão os generais Enzo Peri, que comandou o Exército de 2007 a 2015 e o general José Carlos de Nardi, que foi chefe do Estado-Maior Conjunto das Forças Armadas – este último aceitou nesta quarta-feira, 23, o convite. Na Marinha, o almirante Júlio Soares de Moura Neto, que a comandou de 2007 a 2015. No caso da Marinha, pretende-se ainda um nome que esteja vinculado à área da energia nuclear, assim como na FAB a transição procura um brigadeiro ligado à área de ciência e tecnologia.
A transição convidou ainda o tenente-brigadeiro Juniti Saito, que comandou a FAB de 2007 a 2015, mas sua participação ainda não era certa para compor o grupo, assim como foram sondados para participar da equipe os professores Manuel Domingos Neto, ex-presidente da Associação Brasileira de Estudos de Defesa (Abed), e Adriana Marques, coordenadora do Laboratório de Estudos de Segurança e Defesa, da Universidade Federal do Rio de Janeiro (UFRJ).
