Projetado para revolucionar o transporte público cuiabano, o Veículo Leve sobre Trilhos (VLT), caso fosse concluído, estaria completando 5 anos de funcionamento neste domingo (31). O modal, que deveria facilitar a locomoção dos cidadãos entre Cuiabá e Várzea Grande, atualmente só se move na esfera judicial. A mais recente ação, impetrada no Tribunal de Justiça de Mato Grosso (TJMT), busca colocar um ponto final em questões de retomada da obra.

O contrato de execução assinado em 2012 com o Consórcio VLT é composto pelas empresas CR Almeida, Santa Bárbara, CAF Brasil Indústria e Comércio, Magna Engenharia Ltda e Astep Engenharia Ltda. O prazo para conclusão era de 24 meses, a entrega prevista para a Copa do Mundo de 2014, custando R$ 1,4 bilhão aos cofres públicos.

Sem conclusão, atualmente a obra acumula dívida de R$ 317 milhões, 4 vezes mais do valor investido no novo Pronto-Socorro de Cuiabá. O analista contábil Denis Lopes, 30, defende que o modelo facilitaria sua locomoção ao trabalho e avalia que, sem o funcionamento, os valores investidos geram um grande deficit ao Estado.

“Este meio iria reduzir o meu acesso até o trabalho, principalmente  pela localização do terminal quer seria instalado próximo de onde eu moro. Sabemos que se o VLT tivesse concluído,  teríamos uma fonte de receita com o imposto gerado na prestação de serviço de transporte. Portanto,  como não foi concluído, além da despesa o estado conta prejuízo”, pontuou. 

Apesar de receber manutenções regularmente, os 40 vagões com capacidade para transportar até 400 pessoas, apresenta sinais de degradação devido à exposição ao sol e chuva. A situação também não é diferente nos locais onde a obra avançou. Ferros enferrujados, postes, tubos e pré-moldados de concreto atrapalham a circulação de pedestres, que se arriscam em meio às instalações inacabadas.

O  tempo médio estimado de viagem do trem na chamada linha 1, que contemplaria CPA-Aeroporto, demoraria 45 minutos. Para o segundo eixo, a linha Coxipó-Centro, o tempo estimado seria de 22 minutos. Tempo de locomoção que para a estudante de administração, Raynne Richetti da Silva, 18, seria otimizado. 

“Trabalho no centro político e pego 3 ônibus para chegar ao serviço. Gasto 1h com esse deslocamento. Se a obra tivesse pronta, eu sairia da minha casa e pegaria o VLT na estação da av. da FEB. Seria bem mais rápido”, analisa.

O imbróglio da obra começou no fim de 2014, após uma série de atrasos no pagamento que era de responsabilidade do Estado de Mato Grosso, na gestão Silval Barbosa. A decisão de suspender a obra ocorreu após o Consórcio notificar o Estado por falta de pagamento. Na ocasião, o Poder Executivo justificou a parada das obras por motivos de atrasos no cronograma, defeitos nas instalações entre outros problemas.

Empossado como governador em 2015, Pedro Taques (PDSB), tomou a mesma postura de Silval e o VLT seguiu sem atender a população. Em agosto do mesmo ano, o governo e o consórcio fecharam uma tratativa para retomada da construção, porém, o Ministério Público Federal se apresentou contrário as negociações e impediu que o acordo fosse finalizado. 

Em agosto de 2017, a obra do VLT foi alvo da “Operação Descarrilho” da Polícia Federal baseada em investigações do Ministério Público Federal. Na ocasião, a PF apurou crimes de fraude em procedimentos licitatórios, associação criminosa, corrupção ativa e passiva, peculato e lavagem de capitais que teriam ocorrido durante a escolha do modal do VLT e a execução da obra na capital mato-grossense. Acontecimento que levou a gestão Taques a solicitar o pedido da suspensão contratual com o consórcio. 

Em contrapartida, em janeiro de 2018 a empresa responsável pela obra pediu que a justiça impedisse a rescisão contratual e desde então a obra segue barrada judicialmente. Já em fevereiro de 2019, Estado e governo iniciaram novas tratativas apresentando uma solução definitiva para o modal,  a pedido do Tribunal de Justiça de Mato Grosso (TJMT), com o efeito de impedir a rescisão contratual por parte do Estado. A expectativa é que o TJMT avalie a proposta conjunta ainda em abril e esclareça de vez a solução para uma população que tem anseios por um modelo de transporte mais rápido.
